Son of Edwadi Lupiria of Atiak Pupwonya, brother of Mr Eriyazali Oola.
Oceng was the District Commissioner of Arua. He was murdered together or round about the time John Oryang was murdered.
His body has not been recovered.
Oceng is survived by two sons and a daughter.
